    New DPAS program replaces information system four decades old

    Tech. Sgt. Michael Green and his team of Airmen bear the responsibility of managing and tracking the Air Force's largest vehicle fleet using an information system originally based on a punch card system.

    The On-Line Vehicle Integrated Management System, which was first used in 1971 and later went online in the 80's, did not need just an update, but instead a complete replacement.

    “The Defense Property Accountability System is a new Air Force-wide program that’s taking over for [OLVIMS],” said Tech. Sgt. Michael Greene, 18th Logistics Readiness Squadron assistant NCO in charge of fleet management and analysis. “The challenge we face with this new system is loading all of our 2,100 vehicles because Kadena has the largest fleet in the Air Force.”

    Green added that their fleet numbers will continue to grow even as they strategize new ways to transfer the mass of vehicle information to the new program.

    “Some other challenges we face now are old vehicle commission rate reports and adapting the newer system to older data,” said Greene.

    Ensuring everything meets Air Force standards meant 18th LRS Airmen from separate career fields began operating together to accomplish the new mission.

    “We are working closer than ever with our maintenance counterparts due to the way DPAS operates,” said Greene. “Before, we did all the paperwork and accountability while the mechanics did strictly maintenance. What DPAS is doing now is taking the mechanics and bringing them into our world, so now they’re actually going to see how the paperwork accounts for all work coming into the shop. It’s bringing us together more as a family instead of just coworkers.”

    When a new vehicle comes to the base, [FMA] Airmen get all the necessary information such as the vehicle type, picture of the vehicle, management code, and all other pertinent information to have it gained here.

    “You can pretty much access the new system anywhere you use a Common Access Card,” said Airman First Class Quentin Isenberg, 18th LRS fleet manager apprentice. “It makes it simpler and easier when we are on-the-go.”

    The easier-to-use system ensures LRS Airmen are ready at a moment’s notice to provide support to the warfighting capabilities of the 18th Wing.

    “It’s really efficiently reporting real-time information and feedback to headquarters, so if they’re looking for something specific, this program allows them to find it and get replacement vehicles quickly and efficiently,” said Master Sgt. Adam Walker, 18th LRS fleet management and analysis NCO in charge.

    With DPAS in full swing, FMA Airmen can complete management tasks more efficiently at a lower cost to the Air Force.

    "In one month's time, we switched from the OLVIMS system to DPAS at zero cost to the Air Force, allowing us to save an hour of labor each day," said Walker .
