Unit Public Affairs Representative for the 38th Regional Support Group
Cross Lanes, W. Va. – The Soldiers, Families, and friends of the Army Reserve’s 38th Regional Support Group gathered together to celebrate during their change of command ceremony here, July 16.
The change of command ceremony is a tradition rich in military history, and when the unit flag, or guidon, changes hands, it symbolizes the passage of authority from the outgoing commander of a unit to the incoming commanding officer.
Brig. Gen. Vincent B. Barker, the commanding general of the 310th Sustainment Command (Expeditionary) presided over the ceremony where Col. Paul H. Fall left command of the 38th Regional Support Group, and command of the unit was accepted by Col. Ann M. Pellien.
Fall leaves on the tail end of a successful command known for numerous accomplishments, arguably the greatest being the high unit morale he was able to build and strengthen in a command that has undergone many transitions over the past two years.
Within six months prior to leaving command, Fall successfully led the 38th RSG during the challenging Warrior Exercise 16-01 at Joint Base McQuire-Dix-Lakehurst through record breaking, historic, blizzards and snowfall.
During the ceremony, Fall paid homage to the Soldiers of the 38th RSG for their support and hard work during his tenure.
Fall enlisted for Officer Candidate School and reported to Fort Leonard Wood, Missouri for Basic Training in February, 1987. His military education included Airborne School, the Infantry Officer Basic Course, the Transportation Officer Advanced Course, Combined Arms and Services Staff School, the United States Army Command and General Staff College, and the United States Army War College.
Fall’s awards and decorations include the Meritorious Service Medal with two Oak Leaf Clusters, the Army Commendation Medal with four Oak Leaf Clusters, the Army Achievement Medal with Two Oak Leaf Clusters, the Army Reserve Components Achievement Medal, the Overseas Service Bar (2nd award), the Combat Infantryman Badge, and the Parachutist Badge.
Brig. Gen Vincent B. Barker, commanding general of the 310th Sustainment Command (Expeditionary), led the transfer of the guidon from Fall to Pellien.
The ceremony concluded with Pellien returning the guidon to Command Sgt. Maj. William K. Rinehart, the senior enlisted advisor for the 38th RSG, symbolizing her confidence in the Noncommissioned Officer Corps and the Command Sgt. Maj.’s first act of allegiance to his new commander.
Pellien shared her excitement in what the future holds for the 38th RSG and included in her remarks both her dedication to the unit.
Pellien completed her comments stating she aims to continue ensuring the command is successful and ready for any situation both home and overseas.
