Staff officers assigned to the Swedish Defence University visited Navy Information Operations Command (NIOC) Norfolk at Joint Expeditionary Base Little Creek-Fort Story in Virginia Beach, Va. June 3.

The 12 students received informational briefs on how the U.S. Navy employs Information Operations (IO) as a naval warfare area.

“Cooperation with international partners is a key factor in successful engagement in all warfare areas,” said Capt. Joseph Finn, commodore of U.S. 10th Fleet’s Task Force 1030 and NIOC Norfolk’s commanding officer. “As our capabilities in cyber progress, we welcome any and all opportunities to collaborate and expand information sharing.”

The goal of the visit was for the students to discuss IO as a primary warfare area dealing in doctrine, execution of doctrine, U.S. Navy’s present and future IO focus areas, and IO as a primary naval warfare area.

NIOC Norfolk personnel provided tailored briefs to the students about the command, intelligence support for IO, deploying IO personnel, and a brief from the Naval Operations Security Support Team.

“Our visit was more than expected, the breaks between briefs allowed valuable interaction with IO experts,” said Lt. Col. Irene Clement, course director and head of the Swedish delegation. “Our Navy needs to improve in IO, but we see the U.S. as one of our most important partners going forward.”

The students’ visit to NIOC Norfolk ended a one-week trip to the U.S., which included trips to other joint and allied commands.

In parting, Clement expressed her gratitude for the invitation and praised NIOC Norfolk and the U.S. military for the work they do around the world.

The Swedish students are currently attending a five-week, advanced level, IO follow-on course at the Swedish Defence University.

The course aims to develop the student’s potential for professional activities as analysts and military advisors in military strategic and operational issues affecting both the national and international information environment.

NIOC Norfolk’s mission is to advance cyber, electronic warfare (EW) and information operations (IO) warfighting capabilities for naval and joint forces. NIOC Norfolk offers tailored tactical training across the Optimized Fleet Response Plan.

U.S. Fleet Cyber Command serves as the Navy component command to U.S. Strategic Command and U.S. Cyber Command, and the Navy's Service Cryptologic Component commander under the National Security Agency/Central Security Service. Fleet Cyber Command also reports directly to the Chief of Naval Operations as an echelon II command.

U.S. 10th Fleet is the operational arm of Fleet Cyber Command and executes its mission through a task force structure.
