    Joint Base Myer Henderson-Hall law enforcement officers and fire fighters received new training April 26 that focused on triaging and evacuating the wounded during crisis and hostile situations, such as an active shooter event.

    The progressive crisis response training involved several law enforcement officers who were huddled around a pair of emergency workers during a simulated hostile situation at Bldg. T-483 on the Fort Myer portion of the joint base. Once the building was cleared by the law enforcement team, emergency service workers quickly moved to the casualty (a mannequin), simulating a severely wounded victim that lay on the floor, to practice treating wounds with tourniquets and Israel bandages.

    “The object of the training is to get medical attention to those who have been injured as soon as possible,” said Jon Culberson, assistant chief of JBM-HH Fire and Emergency Services, who also trained officers on how to stop severe hemorrhaging on mannequins.

    “Instead of waiting for victims to be brought out and then administering any kind of medical care, we’re sending [EMS] teams in along with law enforcement to get to those victims that need urgent medical care in order to save lives,” said Culberson. “We need to get in there to stop the bleeding and keep moving until we run out of victims or equipment.”

    The training will be implemented when JBM-HH undergoes a full active shooter response exercise later this year.
