Marine Corps Installations - West is conducting Exercise Semper Durus 2016, a full-scale, all-hazards, Anti-Terrorism and Force Protection exercise, April 25 – 29.
Semper Durus is a regional command post exercise that is comprised of a series of field training scenarios designed to reinforce operational response capabilities supporting MCI-West installations, tenant commands and families on base.
The exercise is also designed to improve regional command and control, enhance interagency coordination, and improve installation capabilities to respond to, and recover from, a crisis event and validate the installation mission assurance all-hazard plan.
Leadership established an Emergency Operations Center which is responding to numerous simulated threats throughout the exercise, such as a base power outage, an active shooter incident and various command and control challenges between the various units involved.
MCI - West is comprised of units such as Marine Corps Base Camp Pendleton, Marine Corps Air Station Camp Pendleton, MCAS Yuma, MCAS Miramar, and Marine Corps Logistics Base Barstow. Other installations units participating in the exercise include Marine Corps Recruit Depot San Diego, Mountain Warfare Training Center Bridgeport, and Marine Corps Air Ground Combat Center 29 Palms.
Each installation will be coordinating with their own Emergency Operations Centers and relaying information from their scenarios to MCI - West leadership in order to maintain command and control and to keep commanders throughout MCI - West informed. These scenarios include responding to suspicious activities, responding to intelligence regarding threats, and a notional base lockdown.
Within Camp Pendleton, units such as the Area Guard, the Provost Marshal’s Office and the Naval Criminal Investigative Service, and other military and civilian organizations are coming together to react to the scenarios.
