    U.S. Marine Corps Forces, Europe and Africa     

    MIHAIL KOGALNICEANU AIR BASE, Romania – U.S. Marines with Black Sea Rotational Force Civil Affairs Team-Romania partnered with Army Civil Affairs Team to visit an afterschool program and deliver English language children’s books, Romania, April 4, 2016.

    “We coordinated with the U.S. Army Civil Affairs Team to deliver some English language books to assist with their learning and had a discussion with the two teachers that run the program about potential for future engagements,” said 1st Lt. Grant Peehler, the Civil Military Operations Planner with BSRF. “We work together with the Chaplain Corps and Army Civil Affairs, setting up projects and planning civil military operations.”

    The afterschool program, which is managed by two teachers, helps elementary school-age children with subjects such as English and math.

    “The main part of our mission is to show the civil populace that we are here as allies; we can add to the unit’s effectiveness by gaining a better understanding of their culture and education system,” said Staff Sgt. Jeremy Elkins, the Civil Affairs Team Chief with BSRF. “Showing the locals we are here to help is reassuring to the host nation and helps build strong partnerships.”

    The Civil Affairs mission is to act as the command’s liaison to the host nation and civil populace; planning projects, conducting engagements, and serving as cultural advisors are keys to success.

    “The most important thing is setting a solid foundation for partnership.” said Peehler. “The opportunity for Marines to get out and learn a little bit about the host nation is a good thing in terms of civil engagement and also serves to improve readiness through better understanding of the operating environment.”
