    Commander, Navy Recruiting Command

    JOINT BASE SAN ANTONIO-FORT SAM HOUSTON -- A new commanding officer took command of Navy Recruiting District (NRD) San Antonio during a change of command ceremony held at Anderson Hall, Medical Education and Training Campus.

    During the ceremony, Cmdr. Michael Briggs relinquished command to Cmdr. Karen Muntean.

    Commanding the NRD since July 25, 2014, Briggs was responsible for more than 200 recruiters, support personnel, and civilians who all assisted in making the Navy’s recruitment annual mission.

    Briggs’ area of responsibility included 32 Navy Recruiting Stations and Navy Officer Recruiting Stations spread throughout 126,000 square miles of Texas territory, spanning from Waco, west to Midland/Odessa, southwest towards El Paso, southeast along the Rio Grande Valley, and west of College Station.

    Capt. John Lewis, commodore of Navy Recruiting Region West, served as guest speaker.

    “While researching the statistics of the 13 recruiting districts within Region West, NRD San Antonio truly leap from the page as the most improved under Cmdr. Briggs’ leadership,” said Lewis. “He has led the charge, led Sailors, and served as a catalyst for the most significant change in the NRD’s history.”

    According to Lewis, the accomplishments of NRD San Antonio tell an incredible story of teamwork, camaraderie, cohesiveness, and total dedication to mission accomplishment.

    “Thank you Team San Antonio for being the “Team of Teams” and leading the nation in so many aspects of this incredible complicated business we call recruiting.”

    Remarking on his tenure as commanding officer, Briggs spoke on his team.

    “It’s been an honor to lead this team of Sailors and civilians,” said Briggs. “They are hardworking, dedicated and committed, and have done all that I’ve asked… do it the right way and give it your best effort every day.”

    Under Briggs’ command, the NRD maintained 100 percent of new contract objectives for Fiscal Year 2013 – 2016, shipping 3,767 highly qualified young men and women for service in America’s Navy. For his superior performance of duty, he was awarded the Meritorious Service Medal.

    Muntean, a human resources officer and native of Calhoun, Tennessee, thanked all for attending the ceremony and is enthusiastic to command.

    “I stand before you today with a great deal of confidence,” said Muntean. “And not because of “me,” but because of my faith, family, and friends, to include my recruiters, my civilian team, my Chief’s Mess, my extraordinary command master chief, and my resilient chief recruiter.”

    Muntean addressed the guests directly.

    “The men and women behind you work tirelessly to fill positions in the Navy. They are tasked with finding finite qualifications and skill-sets to man our highly technical fleet … the greatest Navy in the world,” said Muntean. “Without them, the Navy does not exist.”

    Following the change of command, Briggs, a surface warfare officer and native of Norfolk, Virginia, retired from the Navy with 22 years of faithful and honorable service.

    Command Master Chief Raymond Kemp, Office of the Navy Inspector General, served as the retirement ceremony’s guest speaker.

    “It is our responsibility to carry out the legacy of Cmdr. Briggs,” said Kemp, who served with Briggs on the AEGIS guided missile destroyer, USS Mason (DDG-87)). “He has shown us such a light that we should be able to follow the path with ease.”
