    BAGRAM AIR FIELD, Afghanistan – Military police from the 137th MP Detachment, 354th MP Company and the Romanian International MP Detachment here conducted a flag raising ceremony Jan. 26, 2016 to commemorate construction of a new flag pole area near the main entrance of the Provost Marshal’s Office.

    “Today’s event was really a celebration for the whole detachment, because it took Lt. Razvan Matran [Romanian MP detachment commander and deputy provost marshal] several months to get us to this point,” said Capt. Carlito Rayos, Bagram Military Police Station provost marshal. “We really wanted to recognize his efforts today and look forward to hosting future events here.”

    Initially, Matran said the PMO didn’t have any flags flying at the police station because the flag poles did not have the proper concrete base that was needed for safety purposes.

    “I knew we couldn’t have a police station without the proper flags represented for each of the services here at Bagram and the host nation. Even though we have flags throughout the interior of the installation and it was a collaborative and challenging process getting to this point,” Matran said. “We worked with the proper agencies at the Bagram Support Group Directorate of Public Works and Directorate of Safety to make it come to fruition. We had to work to obtain the appropriate digging approvals, look into surplus concrete acquisition, obtaining the flags and, finally, the flag poles.”

    During the ceremony, U.S. Army and Romanian MPs played each nation’s anthem while saluting the raising of each nation’s flag, to include the host nation’s flag. As part of the ceremony, the Romanian Joint Forces Command representative, Col. Valentin Cheptanariu, was in attendance as the distinguished visitor.

    According to Matran, Cheptanariu was also visiting Bagram for an inspection of the Romanian troops, to know what else should change in the Romanian MP Mission statement, and to obtain a report on the condition of his soldiers and the dynamics at the PMO. Cheptanariu also provides an evaluation of all Romanian structures in every deployed location outside of our country.

    “I was glad to be able to be a part of today’s ceremony. This ceremony symbolizes the teamwork of both services working together to provide order, discipline and safety for Bagram Air Field,” added Valentin. “I really appreciate Lt. Matran’s initiative. I appreciate the activity and experience each team member brings to the team.”

    According to Rayos, the flag pole location will now serve multiple purposes.

    “The flags have a secondary and tertiary effect in addition to the increase of pride among the MPs. The three towering flagpoles provide a landmark for potential customers and clearly mark the public entrance side of the PMO building for community members requiring police assistance for both emergency and non-emergency purposes, which was not so clear before,” Rayos said. “It also gives us a place to conduct ceremonies in the future which coincidentally will soon involve the current Romanian detachment’s redeployment in February.”

    In addition to conducting law and order operations, which includes military police investigations, force protection and traffic accident investigations, the Bagram MP mission is to realize the commanding general’s vision for BAF’s optimization.
