    CHINHAE, Republic of Korea – Naval Mobile Construction Battalion (NMCB) 3’s Detail Chinhae hosted a team of engineers from the Republic of Korea (ROK) Navy during a visit at Commander, Fleet Activities Chinhae (CFAC), Dec. 7-11.

    The six ROK sailors toured, trained, and talked with Detail Chinhae’s leadership to better understand how the Seabee commands operate, plan and estimate, train and execute construction.

    Detail Chinhae began with introducing a project package in detail with the members of the ROK Navy.

    The ROK Engineers learned about Quality Control program and duties from the Detail’s QC Specialist, Builder 1st Class Jeffrey Wyttenbach. Wyttenbach went over how to conduct daily project checks, the preparatory, initial, and follow-up phases of checks, as well as where to find the requirements.

    Construction Electrician 1st Class Brian Neilsen also introduced the Construction Activity Summary Sheet (CASS) to the ROK Engineers, which includes intricate details for every construction phase.

    ROK Engineer Constructionman Hwong Won Hyeon said he liked how NMCB 3’s system worked and how it is divided in a detailed format, and added that he is interested in utilizing the QC check and CASS sheets.

    As part of the tour of Detail Chinhae’s spaces, Officer in Charge, Lt.j.g. Clare Ovesen and Assistance OIC, Chief Builder Steven Maldonado introduced the importance of concrete slump and break tests, as well as the Material Liaison Office and Central Tool Room procedures.

    “We want to have a mutual development through constant communication,” said Hyeong.

    “I feel, the opportunity to share our construction practices with one another will strengthen both of us going forward,” said Maldonado.

    Both Navies had enjoyed the opportunity and wish to continue to work together to improve their interoperability.

    NMCB 3 is homeported in Port Hueneme, California and is currently deployed to Okinawa, Japan. The mission of NMCB 3 is to support Navy and joint forces throughout the U.S. Pacific Command (PACOM) Area of Responsibility through construction projects and humanitarian missions in more than 14 different geographical locations.
