    CHESTER, Va. — Two Defense Contract Management Agency employees recently received the Patriot Award for providing excellent support to an Army Reserve soldier at the Fort Bliss, Texas, Continental U.S. Replacement Center.

    The Patriot Award recognizes individuals for their extraordinary support to Guard and Reserve military personnel by assisting them with flexible schedules, and providing guidance on deployment policies, procedures, and other resources available for family members. National Guard members, reserve soldiers or their family members can nominate individuals, and the award is administered by the Department of Defense’s Employer Support of the Guard and Reserve office, which was established in 1972.

    The two DCMA winners, Raul Roman Beltran, an Army Reserve program manager in the Reserve Affairs Office, and Timothy Roseberry, a senior contingency planner in the Combat Support Center, were recognized at DCMA River’s Bend facility by Army Col. James Groark, Reserve Component Office chief, from Fort Lee’s Ordnance School on Oct. 28. Groark, who is an ESGR Reserve volunteer, presented the awards on behalf of the organization.

    Army Reserve Sgt. 1st Class John Arroyo nominated both employees for the award. Arroyo has been assigned to DCMA since October 2012, and his last one-year deployment ended in August.

    “Both of these individuals help keep me on the right track,” said Arroyo, who is a DCMA CONUS Replacement Center liaison officer. “I can always contact both of them to get the right answers I need.”

    Beltran, who retired from the Army in 2003, said he was honored to receive the award. He has been a DCMA employee since 2008.

    “This award gives me the motivation to continue to provide the best customer service possible in support of our warfighters,” said Beltran. “I once wore the uniform, and I will always continue to serve. I consider myself fortunate to be a part of the DCMA team.”

    Roseberry, who served in the Air Force and Air Force Reserve for 26 years and retired in 2013, was surprised to be an award recipient.

    “It’s an honor to receive the award, and it was definitely unexpected,” said Roseberry, who has worked at DCMA while in uniform and as a civilian for 11 years. “The Guard and Reserve Forces are critical assets to our nation’s success, past and present, not only on the battlefield, but they also provide humanitarian, state and local support when needed.”

    Both Beltran’s and Roseberry’s supervisors praised their employees for their hard work.

    “Raul takes his responsibility as the Army Reserve program manager industriously and lives by the motto, ‘service before self,’” said Byron Phillips, Sr., deputy director of the Reserve Affairs Office. “As a veteran, he has mastered the business of structure in his daily work. He is meticulous with details and energy driven to succeed. He operates with a plan to exceed the standards. This well-deserved recognition just goes to show his devotion to duty is recognized, which helps employees to continue to operate at the next level. Raul goes above and beyond to ensure citizen warriors arrive for duty on time as requested by their commanders.”

    Kevin Landy, supervisor of the Plans, Readiness and Exercises Team in the Combat Support Center, said Roseberry also always goes beyond the call of duty.

    “Tim is dedicated to his job and is a valuable asset to the Combat Support Center,” said Landy. “Tim has provided outstanding support to DCMA personnel during the agency’s deployment process. He ensured Sgt. 1st Class Arroyo was fully trained to accomplish his mission at the CONUS Replacement Center. The efforts of both individuals (Beltran and Roseberry) had a positive impact in reducing DCMA personnel delays at the CRC.”

    Arroyo said he is grateful for Beltran’s and Roseberry’s assistance during his recent deployment.

    “I wanted them to get this award to let them know how much they took care of me, not only just by doing the right thing, but by always keeping me in the loop about everything,” said Arroyo. “Both these individuals always go the extra mile to help you, solve your problem or point you in the right direction if they don’t have the answer. Both are prior military and are still doing great things for the military. They have shown me once I leave the military how it’s done by still leading the way.”
