    RALEIGH, N.C. – It is said that the 'third' time is a charm, that is the case with the Office of the Staff Judge Advocate North Carolina Army National Guard (NCNG), who have received the Chief of Staff Award for Excellence in Legal Assistance for the third consecutive time at the NCNG Joint Force Headquarters, here, on Oct. 2, 2015.

    “We are extremely proud to again be selected for this award. It validates the hard work that our staff puts into providing the best possible legal services to our eligible clients,” said Capt. Robert Hogarth, North Carolina National Guard attorney adviser. “We are thankful and humbled to be singled out for recognition considering the quality of the other offices that submitted applications. We are also deeply appreciative of the support of Army Maj. Gen. Greg Lusk, Adjutant General of North Carolina, and Army Col. Cliff Wilkins, North Carolina National Guard Chief of Joint Staff, for their commitment to the program.”

    The legal assistance program provides effective legal assistance to all eligible service members, their families and retirees, regardless of branch of service. The program goal is to support the command while improving morale, readiness, and effectiveness.

    “We do this by providing timely professional legal advice and assistance on personal legal matters and resolving their personal legal problems whenever possible,” said Hogarth.
    A Judge Advocate and contracted attorney licensed to practice law in N.C. are part of the staff that utilize relationships with the N.C. State Bar committee and the North Carolina Bar Association, Military and Veterans Law Committee ensuring service members receive the most current information for N.C. law. This team provides service members with a wide range of free legal services to include estate planning, family law, consumer law, landlord tenant, immigration, and military administrative law.

    “Access to these free legal services relieves Soldiers of the burden of civil legal matters and allows them to focus on their war fighting mission,” said Hogarth.

    The legal team targets the military community and in 2014 provided over 650 clients received free consultations to discuss legal issues saving over $295,000 in attorney fees.

    The office is also an IRS certified Volunteer Income Tax
    Assistance site providing free tax return preparation and electronic filing.

    “Providing advice and information, even on issues that may not necessarily be ‘legal’ empowers clients leading to positive morale and readiness in that they don’t feel lost and helpless,” said Hogarth.
