    Iraq War Veteran takes command of Syracuse New York National Guard Battalion Saturday Morning

    HANCOCK FIELD AIR NATIONAL GUARD BASE, SYRACUSE, N.Y. - New York Army National Guard Lt. Col. Patrick Clare, a Clifton Park resident, and Iraq War veteran, will take command of the 427th Brigade Support Battalion, at a ceremony at the New York State Armory here on Sept. 12, 2015. Clare is a native of Weedsport, N.Y.

    He is replacing Lt. Col. Scott Jessop, who will become the deputy commander of the Buffalo-based 153rd Troop Command.

    WHO: Lt. Col. Patrick Clare, the incoming commander; Lt. Col. Scott Jessop, the outgoing commander; Col. Joseph Biehler, the commander of the 27th Infantry Brigade Combat Team; and the Soldiers of the 427th Brigade Support Battalion.

    WHAT: A traditional military change-of-command ceremony in which the flag, or colors, of the 427th Brigade Support Battalion are transferred from the outgoing commander, to the brigade commander, who in turns hands the colors to the incoming commander. The ceremony originally was designed to allow Soldiers to see who they should follow on the battlefield, in the days when the unit flag followed the commander into combat.

    WHEN: Reporters wishing to cover this event should be at the Thompson Road Gate of Hancock Air National Guard Base at 9:30 a.m. The ceremony begins at 10 a.m. on Saturday, Sept. 12.

    WHERE: Hancock Field Air National Guard Base, Thompson Road Gate, Syracuse.     BACKGROUND:
    Lt. Col. Patrick Clare:
    New York Army National Guard Lt. Col. Patrick G. Clare, a Clifton Park resident and Iraq War veteran, is originally from Weedsport, where he still has family, and graduated from Jordan-Eldridge High School.
    Clare joined the New York Army National Guard as an enlisted Soldiers in the 1st Battalion, 108th Infantry in Auburn in 1994. He earned his commission through the New York Army National Guard Officer Candidate School program in 2000.

    Clare has served in leadership positions at the company, battalion and division level, and in a number of staff assignments.

    He deployed to Iraq in 2004/2005 as the transportation officer for the 42nd Infantry Division in Tikrit. In 2011 in deployed to Kuwait as brigade logistics officer for the 27th Infantry Brigade Combat Team. He has served as the executive officer for the 427th Brigade Support Battalion and as the logistics officer for the 42nd Infantry Division in Troy.

    Clare is a full-time employ of the New York National Guard, serving as a civilian technician responsible for Army National Guard vehicle maintenance throughout New York. He will continue to work full-time in that position while serving as the traditional Guard Soldier commander of the 427th.

    Clare holds a bachelor's of science from Nyack College and is a graduate of the Army Command and General Staff College.

    His awards include the Bronze Star, the National Defense Service Medal, the Army Commendation Medal, the Armed Forces Reserve Medal, the Global War on Terrorism Campaign Medal, the Iraq Campaign Medal, and the Overseas Service Ribbon.

    He and his wife Nichol have a son, Ryan, and a daughter, Michaela.

    Lt. Col. Scott Jessop
    Lt. Col. Scott Jessop joined the U.S. Army Reserve in 1995 after graduating from the Cornell University Reserve Officers Training Corps program. He has held a variety of positions in the Army Reserve and Army National Guard to include: platoon leader of a support platoon and maintenance platoon; engineer company executive officer, support company commander, personnel officer, materiel officer, aerial delivery officer, brigade logistics officer, support battalion operations officer, and most recently logistics officer for the New York Army National Guard's 53rd Troop Command.

    In 2008 Jessop deployed to Afghanistan as the supply officer for the 27th Infantry Brigade Combat Team and Joint Task Force Phoenix, which was responsible for training the Afghan National Army and police.
    His awards and decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, National Defense Service Medal , Afghan Service Medal , Global War on Terrorism Service Medal, and Overseas Service Ribbon.

    Jessop is a graduate of the Quartermaster Officer Basic Course, Ordnance Officer Advance Course ,Combined Arms Staff Support School, Aerial Delivery and Material Officers Course, Simulation Officer Course and the Army's Intermediate Level Education program for officer. He holds an Executive MBA from Rochester Institute of Technology with a Executive MBA and a BS from Cornell University.
    Jessop and his wife Rebecca have one son Benjamin and one daughter Carolyn.

    The 427th Brigade Support Battalion
    The 427th Brigade Support Battalion handles the logistical support for the 4,000 Soldiers of the New York National Guard's 27th Infantry Brigade Combat team. The brigade is headquartered in Syracuse but has units located across New York from Farmingdale on Long Island to Jamestown in Chautauqua County.

    In a combat situation and during training, the 427th Brigade Support Battalion's Soldiers provides the brigades troops with food, fuel, water, ammunition, maintenance support and medical support. The brigade coordinates the delivery of supplies to the brigades combat battalions and 427th support battalion brigades which work habitually with each company ensure that military vehicles keep working.

    Soldiers of the 427th Brigade Support Battalion have deployed to Afghanistan in 2008 and to Kuwait and Afghanistan in support of the 27th Brigade and other American units.
