    ARLINGTON, Va. - The Portfolio Management and Integration Directorate’s Air Force Portfolio Division has championed the Defense Contract Management Agency’s one team, one voice initiative during the last 12-months, educating more than 1,000 civilian and military customers regarding the agency’s global acquisition mission.

    The division’s customer liaison representatives presented boot camps, jump starts, DCMA overview courses, aircraft operations training, combating counterfeit courses and supplier risk systems training.

    “Some classes are designed to provide a basic DCMA overview for civilian and military personnel new to the overall acquisition process, while other courses focused on particular hot topic areas such as counterfeit awareness and mitigation, a better understanding of aircraft operations, and support efforts available through our Integrated Cost Analysis Teams,” said Air Force Maj. Tina Benivegna, PM&I Air Force Portfolio Division strategic engagements chief.

    Teaming with DCMA, or SYS 120, is an example of an agency overview course. Benivegna said customer liaison representatives worked in concert with the Air Force Institute of Technology to ensure success.

    The course combines lecture, extensive student interaction and hands-on classroom exercises that increase awareness and understanding of the acquisition process and enable effective interaction between DCMA and Air Force personnel in diverse disciplines including acquisition, program management, finance, engineering, logistical and contracting.

    “The course is important because it helps everyone understand the capabilities of each organization — Air Force Material Command/Space and Missile Systems Center; DCMA; Defense Contract Audit Agency; Defense Finance and Accounting Services — and the need to team together in order to ensure a successful acquisition for the warfighter,” said Gregory Miles, an agency customer liaison representative for Air Force Materiel Command, Air Force Life Cycle Management Center. “Each organization can’t do it alone. We all have different capabilities for a reason, and the better we understand each other, the better we can leverage those skills.”

    Customer Liaison Representative Steven Trinh, who teams with Miles, said one of their primary missions is to provide a uniformed command message regarding the agency’s ability to provide acquisition insight that matters. “It’s important to speak with one voice because we want to deliver a consistent message, not just to the Air Force but to the entire DoD customer base. We also want to deliver products and services that are consistent in content and quality.”

    Much like the agency’s Army, Navy, and Joint & non-Department of Defense Divisions, the Air Force provides customers with an array of services.

    Air Force Col. Scott MacKenzie, PM&I Air Force Portfolio Division director, said his team’s three primary missions are to communicate customer requirements and concerns to the agency; provide actionable agency insights to the customer; and perform training, outreach and education.

    “We accomplish this by being co-located with our customers and building face-to-face relationships with various Air Force offices in the Pentagon and buying command representatives,” MacKenzie said. “By strengthening the relationship between the agency and the Air Force, DCMA is able to bring its significant capabilities to bear on critical acquisition programs, thereby providing the best value and products for the warfighter. To put it simply, we are the agency’s eyes and ears at our customer locations.”
