    Commander, Naval Installations Command Visits Naval Air Facility Misawa

    MISAWA AIR BASE, Japan - Commander, Naval Installations Command (CNIC) Vice Adm. Dixon Smith visited Naval Air Facility (NAF) Misawa June 13.

    Smith met with senior leadership and toured NAF Misawa’s support facilities during the visit.

    CNIC is responsible for supporting naval forces from the shore by providing the required services that support the Navy’s ships and aircraft, the Sailors that operate them and their families 24 hours a day, seven days a week.

    “We are about service. If you take the time to do something, take the time to do it right the first time,” said Smith.

    CNIC explained the meaning behind his guiding principles during a brief with NAF Misawa’s leadership: Taking customer service to the next level; being brilliant on the basics; making smart business decisions; living a culture of continuous improvement; and representing the Navy to the surrounding community.

    Vice Adm. Smith stated that following the guiding principles would enable Navy installations to get their job right 95 percent of the time.

    He also told leadership that facilities in poor repair will result in poor job performance by those that work there and that can result in poor service for our customers.

    “You can judge a ship after the first 30 seconds on the quarterdeck, because what you see there is what you’ll see on the rest of the ship,” said Smith.

    Smith spoke of the importance of a consistent level of good customer service throughout all Navy installations so that customers come to appreciate and know what services they’ll get.

    He stated that every base does something better than the other bases and that we need to share these methods with each other in order to make us all better.

    CNIC also explained that we are not getting more resources and that we have to plan and complete projects and improvements now that will be part of an overall achievement 10 or 15 years from now.

    “One of the Navy installations started building sections of sidewalk where there were none 15 years ago. People had to walk on the side of the road. Now you can walk on a sidewalk anywhere on that same base today. They didn’t get more resources or a larger budget to do it either. The base commanders had a long-term goal and cut spending in different areas to pay for these sidewalk projects until they were complete. We have to be plan and be creative to make our installations better,” said Smith.

    “The customers of successful franchises throughout the world make a choice to pay for those companies’ services. Our customers don’t have choices and they come to us no matter what. Provide the best customer service you can,” said Smith.

    CNIC also spoke of the importance of communicating with local communities about the amount of jobs created for their citizens and the amount of revenue generated for their economies by having a Navy installation in their community.

    "Vice Adm. Smith has brought 10 years of installation experience to his current position. This is a great opportunity for everyone on our staff to learn from his experience and understand his vision for installation enterprise," said Capt. Keith Henry, Naval Air Facility Misawa's commanding officer.


    “I’m proud and privileged to serve in this organization with you. You should be proud of the accomplishments you are making,” said Smith.

    CNIC is headquarters to 11 Navy Regions around the world, 70 shore installations and more than 52,000 officers, Sailors and civilian employees.

    Smith was accompanied by Commander, Naval Forces Japan (CNFJ) Rear Adm. Matthew Carter, Force Master Chief Andrew Thompson, and CNFJ Command Master Chief Joseph Fahrney during the visit.

    In six months, Smith has visited all overseas regions.
