DEVILS LAKE, N.D. - The North Dakota National Guard's 164th Regiment Regional Training Institute (164th RTI) welcomed a new commander Saturday.
Col. Jackie Huber, of Bismarck, assumed command of the 164th RTI from outgoing commander, Col. Leo Ryan, of Spiritwood Lake, North Dakota. Army Land Component Commander Col. Robert Fode presided over the ceremony, which was held at Camp Grafton Training Center near Devils Lake.
"Col. Ryan has successfully led this dynamic organization which continues to set high standards within the U.S. Army education community," Fode said during the ceremony. "We welcome Col. Huber and challenge her to continue to provide the outstanding Soldiers of the 164th RTI the great leadership that they deserve".
Huber, who serves full-time as the N.D. National Guard's human resources officer, enlisted in 1989 and was commissioned as a second lieutenant through North Dakota State University's Reserve Officer Training Corps (ROTC) program in 1992. She deployed in support of Operations Desert Shield and Desert Storm with the 191st Military Police Company in 1990 and for Operation Iraqi Freedom with the 142nd Engineer Battalion in 2003. Huber has also served with the 129th Mobile Public Affairs Detachment, 68th Troop Command, Joint Force Headquarters and 164th Engineer Battalion. She resides in Bismarck with her husband, Lane, and their three children.
Ryan, who will take command of the Fargo, North Dakota-based 141st Maneuver Enhancement Brigade next month, joined the N.D. National Guard in 1985 as a bridge crew member with the 957th Engineer Company. He later earned his officer's commission through Officer Candidate School in 1992. In 1990, he deployed in support of Operations Desert Shield and Desert Storm with the 132nd Quartermaster Company and for Operation Iraqi Freedom with the 164th Engineer Battalion in 2007. Prior to commanding the 164th RTI, Ryan served with the 188th Air Defense Artillery, 34th Engineer Brigade and 141st Maneuver Enhancement Brigade. He also is an owner and practicing attorney of Dalsted and Ryan, P.C., with offices in Jamestown and Carrington. He resides in Spiritwood Lake with his wife, Lynette.
The 164th RTI, which was designated as an "Institution of Excellence" last year by U.S. Army Training and Doctrine Command evaluators, provides courses for Soldiers in engineer-focused military occupational specialties, as well as training in food service and water treatment military occupational specialties. The schoolhouse also hosts Officer Candidate School for North Dakota Guardsmen.
