FORT EUSTIS, Va. – Joint Task Force Civil Support practiced deploying a small command and control group in response to a simulated nuclear detonation in Houston, here Dec. 4, 2014, kicking off the command’s Sudden Response (SR) 15 exercise.

SR 15 tests JTF-CS procedures and collaborative efforts in response to the initial phases of a simulated man-made or natural disaster. JTF-CS anticipates, plans and prepares for chemical, biological and nuclear (CBRN) response operations.

The purpose of Sudden Response is to provide JTF-CS staff training so they are at a fine razor's edge to respond to an incident in the United States, said Marine Col. David P. Olszowy, JTF-CS deputy commander.

This year’s SR demonstrates the capabilities of JTF-CS operating out of its headquarters building.

“The purpose of operating out of our building is to make sure we have tactics, techniques and procedures across the staff to enable rapid and synchronized planning,” Olszowy said. “Because we are operating out of the building, we can respond quicker to planning directives from higher headquarters.”

JTF-CS can start immediately to begin the response planning of the operation because we don’t have to move a large number of personnel or people.

A small number from the JTF-CS command processed through a deployment line getting their radiation dosimeters and ensuring their gear was ready for a simulated departure to Fort Hood, Texas, during the initial phases of the exercise. JTF-CS will provide command and control for the defense CBRN response force to conduct simulated response operations throughout the exercise.

JTF-CS provides command and control for designated Department of Defense specialized response forces to assist local, state, federal and tribal partners in saving lives, preventing further injury and providing critical support to enable community recovery.
