NAVAL AIR FACILITY MISAWA, Japan – As Halloween winds down, U.S. Navy Misawa senior enlisted and officers began patrolling the streets of Misawa, Nov. 1, 2013.
"We are showing a presence of force out in the town area and on base," said Naval Air Facility Misawa Command Master Chief Scott Knorowski. "It's kind of a deterrence, which shows the community and the service members that we care about their safety."
Although the incidents with Navy personnel are rare, NAF Misawa Commanding Officer Capt. Chris Rodeman recently signed off on NAF Misawa Instruction 1630.1, which outlines NAF Misawa's new Shore Patrol Program. This program is designed to ensure a safe working and living environment for U.S. sailors and their families. In addition it will help maintain positive relationships with the host-nation community.
"It's not that were trying to solve a problem," said Rodeman. "We would like to show a visible presence by Navy leaders in uniform whether it be in town, in the barracks or in the club," he said. "It's not meant to catch someone doing something wrong, it's more a presence to encourage what we've seen all along which is very positive liberty conduct."
Chief of Naval Operations Adm. Jonathon Greenert recently introduced a fleet-wide initiative, which calls for a weekend barracks patrol to assist with the prevention of sexual assault. With NAF Misawa being a smaller base, Rodeman said the shore patrol program will efficiently provide this protection on the barracks grounds as well as around the base.
