    GARMISCH-PARTENKIRCHEN, Germany - Recommendations for long-term effects that a protracted conflict in Syria will likely have on global security highlight a policy paper created and released by the Partnership for Peace Consortium Oct. 15.

    “Crisis in Syria: Background and Six Recommendations for Decision Makers” is a three-page PDF document created by the Combating Terrorism Working Group managed by the PfPC. The report contains prominent characteristics such as “high level of participation of European and Eurasian jihadists” with concern that “such individuals returning to their home country will spawn terrorist activity.” Russia and the United States are mentioned as high-priority targets.

    Through the policy paper, the group goes on to issue six policy recommendations in the areas of diplomacy, societal engagement, law and legislation, law enforcement and intelligence, border control and research.
