    KANDAHAR AIRFIELD, Afghanistan – Brig. Gen. John C. Thomson, deputy commanding general for support, Regional Command-South, presented end-of-tour awards to Gary Soiseth, stability division agriculture and economic development chief and Romanian soldiers who served in Kandahar, Afghanistan, Aug. 10, 2013.

    "It's always great to present awards to individuals for the excellence they have achieved, but it also marks the time around here where we say goodbye," said Thomson, as he prepared to present awards to four individuals who supported the missions of both the previous command and now the current RC-S command during their time in Afghanistan.

    Thomson spoke highly of the four members of the stability division who are going home.

    "They provided amazing capability that allows us to do what we are doing here. Each one of these individuals has done a tremendous amount of work for a long period of time," said Thomson.

    The four individuals who received awards played a significant role in the 'behind the scenes' work done in stability and governance in Afghanistan.

    "We, for sure, made a great impact here, that is what we're here for," Romanian Maj. Fabian Mandru, stability operations deputy and coordinating officer. Mandru monitored inputs from rule of law, agriculture, health education, governance and reintegration.

    Thomson praised the individuals for making an incredible mark in Afghanistan.

    Soiseth served 15 months in Afghanistan and was presented with the Superior Civilian Service Award for being the key connection between U.S. Department of Agriculture and the U.S. Agency for International Development agricultural and economic programs in RC-S.

    The three Romanians were awarded the Army Commendation Medal for their many accomplishments in Afghanistan. All three served a nine-month tour.

    Col. Sorin Calin, stability development chief, was awarded the ARCOM for his performance while overseeing a team of military and civilian personnel responsible for the management and coordination of many of RC-S development projects.

    Maj. Remus Bercea, stability plans officer, received his medal for providing invaluable input to the stability division’s planning products.

    Both Gary Soiseth and the Romanian team worked together with USAID and the USDA on improving the agriculture sector in RC-S: Kandahar, Urzugan, Zabul and Daykundi provinces.
