Republic of Singapore Navy Maj. Ng Yen Meng addresses U.S. and Republic of Singapore military members during a pre-sail brief during Cooperation Afloat Readiness and Training (CARAT) Singapore July 2013. More than 700 Sailors and Marines are participating in CARAT Singapore.
