Alessandro Biancardi, Senior Community Planner, is recognized as the Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central's (EURAFCENT) 2025 Senior Civilian of the Year aboard Naval Support Activity, Naples, Mar. 23, 2026. Mr. Biancardi independently managed an $8 million portfolio of task orders while leading over 30 critical planning initiatives across Europe, Africa, and the Middle East. Through his efforts, project delivery timelines improved by 20 percent, and space utilization increased by 15 percent across supported installations. NAVFAC EURAFCENT supports fleet commanders by providing engineering assessments and agile acquisition strategy, constructing and maintaining shore infrastructure, and maximizing force readiness to enhance warfighter capability.
