    Maj. Gen. Franklin O. Carroll, then a brigadier general and commander of Wright Field’s engineering division, received Frank Wattendorf’s Trans-Atlantic Memo following the Scientific Advisory Group’s May 1945 visit to Germany to survey test facilities there. Wattendorf’s memo was the first recommendation for a site such as Arnold Engineering Development Complex, where aeronautical research and development could be conducted. The memo served as the basis for Carroll’s presentation to Gen. Henry “Hap” Arnold’s Air Staff in which asked that the establishment of a research and development center be studied. Carroll would later serve as the first commander of AEDC. (U.S. Air Force photo)
