U.S. Air Force Maj. Gen. Gary Keefe, the Adjutant General of the Massachusetts National Guard (MANG), is welcomed to the Paraguayan Air Force Headquarters in Asunción, Paraguay, Jan. 21, 2026. Keefe and his delegation met with Paraguayan Air Force Commander Gen. Julio Rubén Fullaondo Céspedes to discuss strengthening the enduring bilateral cooperation between Paraguay and the MANG. This year, Massachusetts and Paraguay celebrated 26 years of partnership through the U.S. Department of War’s State Partnership Program, strengthening the long-standing, mutually beneficial security relationship.
