COMISOE is Paraguay’s premier institution for training noncommissioned officers (NCOs) of the Paraguayan Army. This year, Massachusetts and Paraguay celebrated 25 years of partnership through the State Partnership Program, a joint initiative of the U.S. Department of War, the U.S. Department of State and the National Guard Bureau, strengthening the long-standing, mutually beneficial security relationship.
