Brammer, a damage controlman aboard U.S. Coast Guard Cutter Oak, observes as a crewman from the Dominican Republic's patrol boat Orion installs the seawater intake strainers she fabricated aboard Oak. Brammer fabricated the strainers after Orion's crew alerted Oak's crew to their absence while they collaborated during Tradewinds 2013. Tradewinds is a joint and combined exercise conducted in conjunction with partner nations to enhance the collective abilities of defense forces and constabularies to counter transnational organized crime and to conduct humanitarian/disaster relief operations.
