As part of the U.S. Navy's 250th birthday celebration, Rear Adm. Ken Epps, Chief of Supply Corps and commander of Naval Supply Systems Command, spoke at a wreath-laying ceremony in Philadelphia on Oct. 10, 2025, in honor of Tench Francis, the nation's first Purveyor of Public Supplies and founder of the U.S. Navy Supply Corps. On Oct. 13, 1775, the Second Continental Congress in Philadelphia passed a resolution to outfit two sailing vessels, effectively creating the Continental Navy.
