Secretary of Defense William S. Cohen addresses an audience of members of Congress, Defense officials, service men and women and their families at the Pentagon on Oct. 5, 1999 as he introduces President Bill Clinton. Clinton is visiting the Pentagon to sign the National Defense Authorization Act FY 2000 which provides for the first sustained increase in defense spending in 15 years and reflects the imperative of providing a sound quality of life for our uniformed people. Service men and women will see a 4.8 percent pay increase starting Jan. 1, 2000.
