    The U.S. Army Research, Development and Engineering Command completed the consolidation of its headquarters Jan. 7, 2011, as its headquarters staff moves from Fort Belvoir, Va., to Aberdeen Proving Ground, Md., as part of the Base Realignment and Closure plan.
