Col. Francisco Neuman, the officer in charge of operations for the Puerto Rico National Guard, talks to local Internal Revenue Service officials prior to an operations meeting at Hangar 21 in San Juan, Puerto Rico. Troops from the PRNG began the necessary trainings in compliance with the executive order signed by the governor of Puerto Rico on Jan. 3, 2013. The operation, Operation Task Force Secure Front, is a joint effort with the Puerto Rico Police Department's Rapid Reaction Force Unit. These trainings cover use of force, warrant procedures, and applicable laws among others.
