MONTEREY, Calif (Aug. 13, 2024) Retired Rear Adm. Sinclair Harris, a former commander of U.S. 4th Fleet and a Naval Postgraduate School (NPS) alumnus, returns to his charter to encourage students, faculty and staff to innovate and grow to meet climbing energy demands, Aug. 13, 2024. NPS is located in Monterey and provides defense-focused graduate education, including classified studies and interdisciplinary research, to advance the operational effectiveness, technological leadership and warfighting advantage of the Naval service.
