Andrew Roddan, 374th Airlift Wing commander, performs a ritual ‘first ploughing’ during a groundbreaking ceremony for the Department of Defense Education Activity Pacific East District superintendent office, Sept. 1, 2023, at Yokota Air Base, Japan.
