Keane, who helped shape the concept of The Surge, visited with leaders of 3rd HBCT to discuss effects of the surge on the Mada'in Qada. The retired general said coalition forces need to take credit for the success they are achieving in Iraq. Regarding the Mada'in Qada, he said, "You got the Sunnis to stop fighting so they can get processed into this mainly Shia government. Over 100,000 Sunnis are not fighting and are seeking reconciliation and acceptance from the government."
