Leo Wiapo, Inter-Pacific Air Forces Academy instructor, served as the Master of Ceremony for the IPAFA graduation, Joint Base Pearl Harbor-Hickam, Hawaii, November 16, 2023. IPAFA is a leadership course that includes all Allies and partners throughout the Indo-Pacific.
