U.S. Army Soldiers of the 126th Theater Public Affairs Support Element, 63rd Troop Command, interview Latvian Chief of Defense, Lieutenant General Leonids Kalnins on Camp Grayling, Michigan, Aug. 12, 2023. The Chief of Defense discussed the importance of the State Partnership Program (SPP) with Michigan and of celebrating the 30th anniversary of the partnership. The SPP is a joint program of the U.S. Department of Defense in which state National Guard units are paired with allied and independent nations. Through the SPP, the National Guard conducts military-to-military engagements in support of defense security goals and leverages whole-of-society relationships and capabilities to facilitate broader interagency and corollary engagements spanning military, government, economic and social spheres.
