NEWPORT, R.I. – President of the U.S. Naval War College Rear Adm. Pete Garvin participates in a wreath laying ceremony at Island Cemetery honoring Commodore Matthew C. Perry alongside distinguished guests from the city of Newport, Rhode Island, and her sister city Shimoda, Japan, July 15, 2023. During the ceremony, Mayor of Shimoda Mr. Shoichiro Matsuki and Mayor of Newport Xay Khamsyvoravong laid wreaths along with Rear Adm. Garvin at the grave of Commodore Perry commemorating the U.S. Navy leader whose 1853 expedition re-opened commercial and diplomatic relationships with Japan.
