U.S. Navy Cmdr. Baltic Gavel was designed by the Center For Applied And Strategic Learning at the National War College to provide participants the opportunity to identify and assess key moral, ethical and legal challenges that modern commanders face in a complex environment, including gray zone and conventional operations.
