Army Reserve Lt. Gen. Jeffrey W. Talley, chief of the Army Reserve and commanding general, U.S. Army Reserve Command, observes soldiers Nov. 11 from the 410th Quartermaster Detachment, Jacksonville, Fla., adjusting six inch hoses channeling water from affected areas out to sea. Army Reserve soldiers conducting water removal operations as a result of Hurricane Sandy in Breezy Point, N.Y., have helped hundreds of local residents here by getting the water out. Lt. Gen. Talley toured areas most affected by the storm and encouraged soldiers to help the local residents in any way they can. The Army Reserve units are deployed to the area under the National Defense Authorization Act 2012 and are in direct support of the Federal Emergency Management Agency, state and local officials.
