Col. Ed Manning, Army North’s defense coordinating officer for the Region VII Defense Coordinating Element, and a member of Task Force Unwatering stand outside the mobile operations center established to support the task force. Task Force Unwatering, comprised of city, state and military engineers, has been pumping water from various tunnels in the city in support of the New York Metropolitan Transit Authority’s following Hurricane Sandy.
