Col. Ed Manning, Army North’s defense coordinating officer for the Region VII Defense Coordinating Element, is briefed on the status of Task Force Unwatering missions from Col. Mark Deschenes of the U.S. Army Corps of Engineers. The task force of city, state and military engineers has been pumping water from various tunnels in the city in support of the New York Metropolitan Transit Authority’s following Hurricane Sandy. Manning and his Kansas City, Mo., based DCE are is part of the team of federal responders providing support to the state and city as they recover from the Oct. 29 landfall of Hurricane Sandy and a winter Nor’easter storm that hit the area Nov. 7.
