Col. Ed Manning, Army North’s defense coordinating officer for the Region VII Defense Coordinating Element, along with members of his DCE, walk around hoses that Task Force Unwatering engineers are using to pump water from the South Ferry subway station. The task force is comprised of city, state and military engineers supporting the New York Metropolitan Transit Authority’s efforts to restore the subways that were flooded during Hurricane Sandy.
