Manning said he saw numerous signs of progress as he toured areas hard hit by Hurricane Sandy in New York City. The Army officer has been in the city since Nov. 1 coordinating federal military support to the five boroughs of New York City. His Kansas City, Mo., based DCE is part of the team of federal responders providing support to the state and city as they recover from the Oct. 29 landfall of Hurricane Sandy and a winter Nor’easter storm that hit the area Nov. 7.
