Col. Ed Manning, Army North’s defense coordinating officer for the Region VII Defense Coordinating Element, got a look inside the Hugh L. Carey Tunnel where a team of engineers from, city, state and federal agencies, has been working to drain water. Formerly called the Brooklyn Battery Tunnel, the engineering marvel is the longest tunnel in North America. Crews estimate 66 million gallons of water have been removed from the tunnel.
