Philippine Air Force 1st Lt Patricia Soriao, officer in charge of the Baler Engineer Civic Assistance Program project construction site, is recognized for her efforts during the barangay health care clinic dedication ceremony during Balikatan 23 in Baler, Aurora, Philippines, April 26, 2023. For exercise Balikatan 23, 9th ESB partnered with 355th Aviation Engineer Wing to provide the local community quicker access to medical care. Balikatan, Tagalog for “shoulder-to-shoulder,” is an annual bilateral exercise between the Armed Forces of the Philippines and the U.S. military. The exercise provides unique opportunities for participating forces to increase interoperability and provide tangible benefits for the people of the Philippines. Humanitarian civic assistance projects support local communities in the Philippines and strengthen our partnership.
