The town hall, hosted by Municipality of Dipaculao Mayor Danilo Tolentino alongside U.S. armed forces and Armed Forces of the Philippines civil affairs leadership, allowed 25 barangay captains to learn about this year’s exercise and its impact on the local community. Balikatan, Tagalog for “shoulder-to-shoulder,” is an annual bilateral exercise between the Armed Forces of the Philippines and the U.S. military. The exercise provides unique opportunities for participating forces to increase interoperability and provide tangible benefits for the people of the Philippines.
