Barangay captains from across the municipality of Dipaculao speak to Armed Forces of the Philippines and U.S. armed forces civil affairs leadership about Exercise Balikatan 23 concerns during a town hall in Aurora, Philippines, April 13, 2023. The town hall, hosted by Municipality of Dipaculao Mayor Danilo Tolentino alongside U.S. Armed Forces and Armed Forces of the Philippines civil affairs leadership, speaks to 25 barangay captains this year’s exercise and its impact on the local community. Balikatan, Tagalog for “shoulder-to-shoulder,” is an annual bilateral exercise between the Armed Forces of the Philippines and the U.S. military. The exercise provides unique opportunities for participating forces to increase interoperability and provide tangible benefits for the people of the Philippines.
