Dr. Getahun Muluneh, an Ethiopian veterinarian, and U.S. Army Spec. Alicia Kelty, 448th Civil Affairs Battalion (448 CA BN) veterinary technician, vaccinate a goat during a veterinary civic action program (VETCAP) Oct. 27, 2012, in Hirna, Ethiopia. VETCAPs strengthen the capabilities of community-based animal health workers, ensure livestock health, enhance economic stability and develop trust and confidence with partner nations.
