U.S. Army Capt. Heather Stone, 448th Civil Affairs Battalion (448 CA BN) Functional Specialty Team veterinarian, meets with Dr. Solomon Biruk, head veterinarian for the Oromia District Oct. 22, 2012, as part of a veterinary civic action program (VETCAP) in Hirna, Ethiopia. VETCAPs strengthen the capabilities of community-based animal health workers, ensure livestock health, enhance economic stability and develop trust and confidence with partner nations.
