David Carter, environmental coordinator, Marine Corps Base Hawaii, unties a fuel barrier to set up a simulated fuel spill reaction drill, MCBH, Feb. 24, 2023. The drill consisted of a no-notice emergency call to respond to a notional fuel spill in Kaneohe Bay in which the priority was to contain and remove harmful toxins from the water.
