"Being in this country is a new experience," said Jacobo. "I'm ready to compete really hard and take advantage of the opportunity."
In addition to the State Partnership Program countries, this year brings competitors from the NH Air National Guard, 54th Troop Command and 197th Field Artillery Brigade.
