U.S. Army Sgt. Charles Williams from Company A, 203rd Brigade Support Battalion, 3rd Brigade Combat Team, 3rd Infantry Division, helps a local Iraqi engineer pull the mold plastic off the lid for the first tier of a guard tower as a crane holds it up, during a joint operation with Concerned Local Citizens in Al Ja'ara, Iraq, Dec. 3, 2007. The joint operation is to erect a new guard tower which is going to be manned by CLC to help disrupt enemy activity in the area.
